    “Chinese Pulp and Paper Industry Dioxin Emission ReductionLinyuan Paper Company Project” Passed 2016 Mid-Year Assessment

    On July 13th of 2016, Foreign Economic Cooperation Office of the Ministry of Environmental Protection and World Bank set up a coalition expert group and visited Hunan to conduct 2016 mid-year assessment of “Chinese Pulp and Paper Industry Dioxin Emission Reduction Hunan Linyuan Paper ECF Technological Transformation Project”. The expert group also discussed with Hunan Environmental Protection Department about the next stage of the project.

    The expert group investigated the operation of the Dixon Rapid Testing Laboratory in Hunan Environmental Monitoring Centre, which is sponsored by the project funds. They attended the presentations by the Monitoring Centre and Linyuan Paper Company about the progress of the project, and communicated with the leaders and managers of Hunan Environmental Protection Department. Nowadays, the project has been completed on time and successfully operated for 24 hours as a trialrun, and will soon be formally adopted into the production process. The expert group showed satisfaction with the progress of the project, and required Linyuan Paper Company complete and report the financial and trial production materials. World Bank and Foreign Economic Cooperation Office will speed up the examination of the payment of the project funds to ensure the second- and third-term funds to be paid on time.

    Pulp and Paper Industry is one of the six important industries which have been listed in “National Implementation Planto fulfil Stockholm Conventionon POPs” and prior required forreduction of Dixon emission. Elemental chlorine bleaching is the major source of Dixon emission. This pilot project allows typical non-wood companies to adopt ECF chemical pulp bleaching technology and hence reduce the emission of Dixon, COD, Ammonia Nitrogen and other normal pollutants. Hunan Linyuan Paper, as the representative of reed pulp and paper companies, has become one of the four national modelenterprises and received $2,790,000 from World Bank for funding.
